4th person caught illegally dumping in Penn Hills

A fourth man has been caught illegally dumping in Penn Hills.
Teron Allen, 34, of Verona, will face a maximum fine of $2,000 and clean-up costs for unloading a trailer full of debris on Manilla Street in the municipality’s Lincoln Park neighborhood on July 26, officials said in a news release Monday.
Three others were charged in July after Penn Hills Code Enforcement officials identified them through hidden cameras installed at common illegal dump sites in the area.
Those men — Ricky Stallworth Jr. of Wilkinsburg, Aaron Evans of Pittsburgh and Michael Smith of Carnegie — each face $2,000 fines plus clean-up expenses.
Of the three charged, only Evans has a summary trial scheduled for Aug. 15. Stallworth and Smith have yet to schedule hearings, court records show.
The charges follow the municipality’s beefed-up effort to crack down on those illegally dumping in the municipality.
Council increased maximum fines offenders face in May to $2,000. It was previously set at $500. Municipal officials also installed cameras at some known dump sites and are considering updating codified ordinances to change illegal dumping from a civil to a criminal offense, allowing for penalties that include incarceration.
“Dumping does not just have one victim – it affects an entire neighborhood. The staff and elected officials at Penn Hills are committed to ending this problem and improving our neighborhoods. Penn Hills will continue to identify and charge individuals that do this in our community,” said Scott Andrejchak, municipal manager.
