Veteran Aspinwall police officer Dave Nemec has been promoted to chief, filling a year-old vacancy and ending speculation on the search.

He will be sworn in by council in February.

“I feel humbled and honored to be appointed to the position,” Nemec said.

The pay scale has not been determined, Manager Melissa Lang said. Nemec’s contract is being drafted and will be ready by council’s February meeting.

Nemec has worked two decades in the borough, most recently as acting chief, filling the vacancy left when former Chief David Caplan resigned in November 2017.

Immediate goals are to make the community the safest it can be, he said.

“Residents deserve nothing but our best that we can give,” he said. “I believe we have some of the best officers to complete this task on a daily basis.”

Nemec became the face of the department shortly after Caplan’s departure, first as officer-in-charge and then as acting chief.

He recently was honored with the Amen Corner Senator John Heinz Law Enforcement Humanitarian Award for starting Presents from Police in 2011. The fundraiser has officers collect and deliver toys to sick children at the holidays. It has grown into a three-day event when more than 46 police cruisers full of toys make deliveries to UPMC Children’s Hospital of Pittsburgh and other sites.

Nemec said he is looking forward to settling into his new role, working alongside chiefs in neighboring communities.

“I’ve never known such a bunch of well-respected and professional chiefs, and I am proud to be associated with them and also call them friends,” he said.
