Hampton Council holds special meeting on sewage plant project
During a special meeting held July 13 prior to Hampton Township Council’s regular meeting, municipal controller Jerry Speakman gave a presentation regarding the possible approval of a strategy for the funding of an ongoing project to upgrade the Allison Park Wastewater Pollution Control Plant.
Speakman recommended that the township issue a bond of $40 million, adding to the $21.5 million already borrowed, bringing the total to $61.5 million for the project.
The total project requirement is approximately $59 million, with the additional amount providing leeway for unexpected contingencies.
Following Speakman’s presentation, council voted to amend the regular meeting’s agenda to consider a motion to advertise an ordinance for consideration on July 27, after the Hampton Journal went to press.
According to information on the township website, Hampton owns, operates and maintains a sanitary sewer system consisting of approximately 120 miles of sanitary sewer and four pump stations, in addition to the water pollution control plant. The facility serves most of Hampton and the Crouse Run and Willow Run watersheds of Richland Township, and it most recently was upgraded in 1991.
Bonds were selected as the primary financing source for the current upgrade to help keep monthly user rate increases to a minimum.
