Penn Hills man sentenced to 2 years in federal prison for traveling extensively while on supervised release

A Penn Hills felon who wasn’t supposed to travel outside of Western Pennsylvania after serving 14 years in prison was found to have gone on at least 14 trips to places such as Las Vegas, Disney World and Los Angeles.

Federal authorities say Kevin Carter, 50, was busted when he was getting ready to board a flight to Jamaica last month to attend his cousin’s wedding.

As a result, Carter has been sentenced in federal court to two years in prison for violating terms of his federal supervised release.

Authorities say Carter was released from prison in January 2018after serving 14 years for multiple federal heroin trafficking crimes.

As part of his release, he wasn’t allowed to travel outside Western Pennsylvania without permission.

But they say that it was discovered during a court hearing on Tuesday, April 22, that he reportedly took at least 14 trips out-of-state since his prison release and his apprehension in mid-March while attempting to fly to Montego Bay.

Authorities said in March 2021, said Carter was pulled over by a state trooper as he was driving back from New Jersey.

He also was stopped by Pittsburgh police on April 7, 2021, for driving a motorcycle while holding a 3-year-old child on the gas tank. Authorities said he had no registration, insurance, a license, eye protection or a helmet for himself or the child, authorities said.

Carter did, however, have a small amount of marijuana on him while driving.

Then, last month, a warrant was issued for his arrest after Carter obtained a passport and booked a flight to Jamaica to attend his cousin’s wedding.

Officials said records showed that Carter had his girlfriend book many additional airline trips in order to hide them from the court.

United States District Judge J. Nicholas Ranjan rejected Carter’s request for a sentence of time served, and instead sentenced him to 24 months in prison. Officials said the two-year sentence is within the guideline range of 21 to 27 months.
