Human resources director for Penn Hills School District accused of harassment

Robert Kollar, director of human resources for the Penn Hills School District, is accused of physical harassment.

A Penn Hills School District administrator is accused of physically harassing an adult at Linton Middle School.

Robert Kollar, the district’s director of human resources, placed his midsection on the alleged victim’s back and neck on Dec. 12, according to a summary citation filed in the case. The citation did not say whether the alleged victim was a district employee. .

Kollar, 57, of Penn Hills pleaded not guilty to a count of harassment by subjecting another person to physical contact and is awaiting trial. No attorney was listed for Kollar in court documents.

Penn Hills police Chief Ronald Como confirmed the alleged incident took place at Linton Middle School. He declined to say whether it occurred during school hours, citing the ongoing nature of the investigation.

Kollar has been with the district since 2018. He previously served in human resources and finance roles at Boston Public Schools.

Penn Hills Superintendent John Mozzocio said the district is aware of the alleged incident and is investigating.

“The district does take all allegations seriously,” Mozzocio said. “And we’ll do our due diligence while investigating.”

He declined further comment, calling the issue a personnel matter.
