Staffing agency owner who served Charleroi area accused of harboring illegal aliens

A Belle Vernon man pleaded guilty this week to two counts related to accusations that he ran a temporary staffing agency that provided workers who were illegally in the United States.

Federal prosecutors said Andy Ha, 28, also failed to pay taxes related to those employees.

Ha pleaded guilty to harboring illegal aliens for financial gain and failure to pay employment taxes. He is scheduled for sentencing July 22.

Authorities said Ha owned Prosperity Services Inc. and provided workers to companies in the Charleroi area between September 2022 and April 2024. Some of those workers were legally permitted to work in the U.S. while more than 25 others weren’t, prosecutors said.

As part of the plea agreement, Ha agreed to forfeit $959,000 that was seized in February and March 2024 and will pay $3.1 million in restitution to the IRS, according to federal court filings. He is free on $10,000 unsecured bond.
