New Kensington considering new design guidelines to regulate development

A vacant storefront beside the newly built Digital Foundry on Fifth Avenue in downtown New Kensington. The city is proposing a program that would use paint and decals to make empty storefronts look better, protect property values and discourage vandalism and graffiti. There would be no cost to property owners.
