South Buffalo plans 15th year of no tax increases

South Buffalo is maintaining a 15-year streak of no tax hikes as part of its proposed $2.5 million budget.

Supervisors approved a preliminary spending plan after a series of public budget workshops, with formal passage scheduled for Dec. 16.

The property tax rate is expected to remain at 5.7 mills.

For a home at the township’s median assessed value of roughly $100,000, the tax bill will continue to be $570.

South Buffalo will split its 2025 expenses into three categories: general, state and White Rock Road.

The proposed general fund comes in at $1.3 million, about a $150,000 increase compared to this year.

Expenditures include:

• $348,000 for public works;

• $343,000 for public safety;

• $339,000 for legal services, engineering services, office staff wages and other general government needs;

• $290,000 for pension obligations, insurance, workers’ compensation and other miscellaneous costs.

The state fund, which comes from the Liquid Fuels tax and payments from PennDOT to maintain certain roads, is projected at $232,000.

Another $940,000 in state money is set aside to pay off the remainder of the $1.5 million White Rock Road relocation, which is expected to be completed in early December.

Employees will get a 4% raise, except for road crew, which had its pay adjusted this year.

Officials anticipate a combined $103,000 in rent from the Amazon mini distribution center in the rear parking lot of the government center and the maker space leased by Indiana University of Pennsylvania and Carnegie Mellon University within the building.

The township moved its offices to the building inside RIDC Armstrong Innovation Park in 2022.

“That increase primarily offsets, if not completely offsets, the operation cost of the new township building,” Supervisor Joe Charlton said.

There are several more spaces available for rent, offering the prospect of additional future income.

The proposed budget is available for review at the township building, 167 Northpointe Blvd.
