State says Hempfield coffee vendor owes $63,000 in back taxes

A Hempfield vending company providing coffee and water was hit this week with a $104,000 lien for failing to pay back sales and use taxes and fees for a 20-month period, according to the state Department of Revenue.

Horizon Coffee Service Inc., with its business office off Donohoe Road, did not pay sales and use tax amounting to $63,047 from January 2020 through August 2022, according to the lien the revenue department’s Bureau of Compliance filed in Westmoreland County Court of Common Pleas on Tuesday. Horizon owes a total of $104,583, in unpaid taxes and fees, according to the lien document.

Robert R. Pollick, whom the state lists as the responsible party for Horizon Coffee Service Inc., said Thursday that the back taxes have been paid and that the revenue department is slow to record the payment.

Brandi DeAngelo, revenue department spokeswoman, said Friday the lien remains active.

This is the second time in the past 12 months that Horizon Coffee has been sued by the state revenue department for unpaid sales and use taxes. In May 2024, the revenue department filed a lien against Horizon Coffee for $63,106 in unpaid taxes from January 2020 through August 2022, and a total of $100,774 in taxes and fees, according to the lien filed in Westmoreland County Court.
